Parking permits

Parking permit information for residents, renters, and businesses.

Parking permits allow resident ratepayers and renters to park for free in foreshore car parks (Beach Parking Permits) or residential streets (Residential Parking Permits).

Parking permits 

If you live or lease in Bayside and have parking restrictions on your street (e.g. 1, 2 or 4 hour), you can apply for residential parking permits.

Residential parking permits are available via our register and apply page.

This includes owner/occupiers as well as if:

  • you are a rental tenant

  • your property is listed in the name of a business on your rates notice
  • you want to renew your visitor parking permit.

Common questions about eligibility

I lease property in Bayside, am I still entitled?

  • Yes, you just need to provide a copy of your rental agreement or driver’s license that shows your Bayside address.

I only have one car, can I use my additional residential permits for visitors?

  • No, you cannot use residential permits for visitors as they are allocated to specific vehicles. You must purchase a visitor permit.

I have a company car, can I still get a permit?

  • Yes, we will need a statement from your employer, on company letterhead, confirming that the car is kept at your Bayside address. Please include the Bayside address, vehicle registration number and manager/director name.

You are not eligible if you

  • occupy a property located in commercial and industrial areas
  • live above a business in a shop-top dwelling
  • live in multi-unit property.

Multi-unit properties are:

  • three or more dwellings if occupied on or after 1 July 2007
  • residential buildings occupied before 1 July 2007, where subsequent subdivision of the property has occurred, are also classed as multi-unit developments, and are also ineligible regardless of their date of construction. Properties with three or more are excluded on the basis that multi-unit developments constructed on or after 1 July 2007 are required to have sufficient off-street parking as to not place an excessive demand on the availability of existing on-street car parks.

I'm eligible, what next?

Eligible residents have the following options:

Option 1

Four free resident parking permits:

  • additional resident parking permits can be purchased for a fee. These permits are valid for three years
  • visitor parking permits are not available.

Option 2

Three free resident parking permits, plus one visitor parking permit for $88.00:

  • additional resident parking permits can be purchased for a fee. These permits are valid for three years
  • one visitor parking permit per household will be issued. This permit is valid for three years from the date they are purchased.

Permit expiry times

  • 2020-23 Residential Permits expire on 30 September 2023.
  • 2023-26 Residential Permits expire on 30 September 2026.
  • Visitor permits are valid for three years from the month they are purchased.

How to apply

Apply online

You will need a copy of your Bayside rates notice or lease agreement, and one of the following confirming your vehicle is garaged at your Bayside address:

  • VicRoads vehicle registration papers
  • VicRoads change of address notice if applicable 
  • a statement on company letterhead (for company vehicles).

Bayside Beach Parking Permits allow you to park free in all off-street car parks located along the foreshore and paid parking sections of Beach Road/Esplanade from Charman Road in Beaumaris to Head Street in Brighton. 

Resident ratepayers and renters are entitled to two free Beach Parking Permits.

Additional parking permits can be purchased for $244 (three years from the date of purchase) upon supplying vehicle registration notices proving the number of vehicles garaged at the property.

Conditions of use Beach Parking Permits

  1. Displaying a physical or assign a digital Bayside Beach Parking Permit to your vehicle, which allows you to park free in Bayside off street foreshore car parks and paid parking sections of Beach Road/Esplanade from Charman Road in Beaumaris to Head Street in Brighton.
  2. A physical valid Beach Parking Permit must be clearly affixed to the inside bottom corner of the passenger side of the front windscreen of your vehicle.
  3. Failure to display or assign a digital a beach parking permit to your vehicle/s may result in a fine if you have not paid the relevant parking fee.
  4. Please comply with any time restrictions displayed in the car parking area.
  5. Beach Parking Permits are not valid in any other location including No Stopping areas and residential streets.
  6. Vehicles must park in marked bays only.
  7. Your beach parking permits are valid from the date of receipt to 31 October 2026 unless specified otherwise (digital Beach Parking Permits for renters are for a period of 12 months).
  8. Permits are transferable between vehicles - if you change vehicles, please remove your permit and affix it to your new vehicle or reassign your digital permit to your new vehicle.
  9. Additional permits can be purchased for a fee, providing you have more than three vehicles registered to your address.

If you are a rental tenant living in Bayside, then you are entitled to two free one-year digital Bayside Beach Parking Permits.

You may be eligible to apply for free parking permits if you live on Beach Road where there is paid parking, or in a side street off Beach Road that has short-term 1P parking restrictions due to paid parking along Beach Road.

You are part of the scheme if you have short term 1P parking restrictions on both sides, and live on one of these streets:

I am part of the scheme, what are my options?

Option 1

Three (3) free resident parking permits issued for specific vehicles, plus four (4) free visitor parking permits.

Option 2

Two (2) free resident parking permits, plus four (4) free visitor parking permits, plus one (1) visitor parking permit for an annual fee

You can renew your existing permits online.

Renew your permits

The printed parking permit/sticker must be displayed inside the vehicle on the bottom corner of the passenger side of the front windscreen. 

If you have registered for digital parking permits, then your number plate is your permit. 

  1. Parking permits are only valid until the date of expiry specified.
  2. A digital parking permit is only valid when assigned to a vehicle’s registration.
  3. A residential parking permit only exempts permitted vehicles from complying with timed parking restrictions of 1 hour or longer.
  4. Parking permits do not allow vehicles to park in front of shops, businesses, or other restricted parking areas.
  5. Residential parking permits are only valid for a resident’s street or nominated street (if the eligible property is located at an intersection).
  6. A parking permit does not guarantee the availability of a parking space.
  7. Residential parking permits are not valid for motorhomes or towed vehicles such as trailers, caravans, and boats.
  8. Residential parking permits are not valid for heavy or long vehicles.
  9. A permit holder is responsible for ensuring parking permits are assigned to a valid vehicle’s correct registration.
  10. Beach Parking Permit holders with a valid sticker must display this in their parked vehicle if they do not have a valid digital permit.
  11. Beach Parking Permit holders must adhere to signed time restrictions.
  12. Vehicles with a valid Beach Parking Permit are exempt from the applicable parking fee for the foreshore or beach area.
  13. Beach Parking Permit holders must adhere to signed time restrictions to exempt permit holders from paying the applicable parking fee for the foreshore or beach area.
  14. Beach Parking Permits must be displayed on the bottom left side of the windshield.
  15. Vehicles must park in marked bays.
  16. Visitor and Temporary Parking Permits must be correctly displayed so that all of the permit details are clearly visible from the outside of the vehicle.

Commercial business owners/operators who pay rates for their property are eligible for Beach Parking Permits. They will receive print stickers in the printed rates notice or can apply for digital permits if they receive their rates notice electronically.

Tenants who are not the ratepayer of commercial properties are not eligible for Beach Parking Permits.

Bayside residents with more than two vehicles are eligible to purchase additional permits for $244 each (pro rata).

All replacement parking permits are now digital only. Digital parking permits are both secure and transferable.

Compared to printed stickers, they cannot be lost, stolen, or misplaced, and they have a smaller environmental footprint.

New Beach Parking Permits

Your current Beach Parking Permits are valid until 30 October 2023. Applications for our new digital permits are now open.

If you receive your rates in the post then your Beach Parking Permits were included within your envelope.

If these have been lost or stolen then you will need to apply for replacement permits via our digital parking permit portal.

We are inviting residents who receive their rates notices electronically to participate in the digital parking permit trial.

Digital parking permits are easy, secure, and transferable. Compared to printed stickers, they cannot be lost, stolen, or misplaced, and they have a smaller environmental footprint.

If you strongly prefer printed Beach Parking Permits over digital permits, you can apply for stickers here.

In line with most residential rental tenant agreements, which have to be renewed every 12 months, renters must also renew their beach parking permits every 12 months (if they require them) to prevent non-residents from using free parking.

Resident ratepayers are eligible for two, three year printed Beach Parking Permits for free, and can purchase additional permits for $244.00 pro rata each.

Renters are not eligible for printed Beach Parking Permits from 2023. They are eligible for two, one-year transferable Beach Parking Permits for free, and can purchase additional permits for $81.30 each.

About digital parking permits 

Digital parking permits are easy, secure, and transferable. Compared to printed stickers, they cannot be lost, stolen, or misplaced, and they have a smaller environmental footprint.

The two year trial will help us to determine the most effective way to assist our community with the switch to digital permits, especially those who may not be as comfortable with technology.

When a vehicle is registered in the digital parking permits system, the number plate serves as the permit. Our parking officers use mobile devices that connect to the registration system and scan the number plate to verify if the vehicle is registered and eligible to park at the location.

To apply, you will need your assessment number found on your rates notice, and the vehicle registration information. You can receive two transferable Beach Parking Permits for free and have the option to purchase two more permits for $244 pro rata each.

You can register for your digital parking permits via our website. To register, you must provide a copy of your rental agreement and drivers licence, along with the details of the vehicles you want to register.

You can get receive free Beach Parking Permits that you can transfer between vehicles. Additionally, you can buy two additional permits for $81.30 pro-rata each. Digital permits for renters are valid for one year, and you must renew your registration every year.

Yes, you can register vehicles used by carers or regular visitors on your digital parking permit account.

No, you can register vehicles registered at an address outside of Bayside on your digital parking permit account if these vehicles are used by carers or regular visitors.

No, the cost of the digital parking technology is roughly the same as the printed stickers and the administration required to administer them.

The new digital system is more efficient to administer than the printed sticker system where the allocation of stickers must be manually recorded.

Printed beach parking permits are available for resident ratepayers who receive their rates notice via mail or on request. These permits are applicable from October 2023-26.

We will be evaluating the digital permit trial in 2025 to determine if digital parking permits will be used for all permits in the future.

From 2 October, please visit Council’s customer service at 76 Royal Avenue, Sandringham or a Bayside Library and one of our friendly team can assist you to register. You will need to bring the assessment number on your rates notice, vehicle registration details and your rental agreement if you are renting in Bayside.

The two year trial will help us to determine the most effective way to assist our community with the switch to digital permits, especially those who may not be as comfortable with technology.

Printed stickers are available for 2023-26 until the outcome of the trial.


Data security

Bayside City Council has strict data security processes and policies that guide the use, storage and transfer of customer data and information. We operate in line with Victorian and Australian data guidelines to ensure the safety of digital data including car registration information.
