Use this form to order a smaller, larger or additional general waste, recycling or food and green waste bin.
If you need to change your bin size or order an additional bin, please read through the following information carefully and complete the form below.
Changes to bins
Bin standardisation
Every council in Victoria is required to transition to a standardised waste collection system with uniform bin colours and names by 2027. This change includes:
- General waste will be called household rubbish and have a red lid
- Food and green waste will be called food and garden organics (FOGO) and have a green lid
- Recycling will be called mixed recycling and have a yellow lid
- New glass bins will have a purple lid.
This is part of the Victorian Government’s Circular Economy Strategy to cut waste and boost reuse and recycling. The aim is to have the same household bin system, no matter where you live.
In Bayside, we’re introducing new general waste bins with a black-body and red-lid to replace our current dark-green general waste bins.
The roll-out will commence in September 2022, however if you order a new general waste bin now, it will be one of the new red-lid, black-body bins.
All the old dark-green bins will be recycled and turned into new bins.
We won’t be changing the recycling bin or introducing a separate glass service just yet but we will keep you informed when we do.
Eligibility criteria and evidence required
There are some households who are eligible for a free larger general waste bin due to specific waste needs. These are listed below.
Those who identify as any of the following will need to provide any one of the forms of evidence listed plus proof of address.
Household with two or more children in nappies:
Household with 6 or more members:
- A lease agreement showing each household member, or
- A signed statutory declaration form*
Household with someone living with a disability or chronic illness:
- A disability pension card or similar, or
- A signed statutory declaration form*
Household with a carer of someone living with a disability or chronic illness:
- A Companion/Carers Card, or
- A carer pension card or similar, or
- A signed statutory declaration form*

All applicants must also provide proof of address.

What if I'm not eligible?
You can still order a bin. Additional costs will apply to larger or additional general waste bins, and additional recycling and food and green waste bins. Refer to the section below for a full breakdown of costs associated with each bin and their sizes.
Costs do not apply if you want to change the size of your recycling or food and green waste bins.
Bin sizes and costs
The waste charge
The costs associated with your bins are paid for via the waste charge which is itemised on your property's rates notice.
This includes at a minimum, the following recycling and waste services:
- General waste bin and service
- Recycling bin and service
- Municipality-wide street sweeping
- Municipality-wide beach cleaning
- Landfill disposal costs
- Collection of dumped rubbish
- Street cleaning and street litter bin maintenance
- Waste reduction and education programs
- Waste transportation
- Hard waste collection service
General waste bin sizes and costs
Please note the following costs are subject to Council endorsement of the 2024/25 budget.
- 80L = $307.38 (this cost includes other services included in the waste charge)
- Additional 80L = $97.07
- 140L (standard size) = $404.45 (this cost includes other services included in the waste charge)
- Additional 140L = $194.14
- 240L = $501.52 (this cost includes other services included in the waste charge)
- Additional 240L = $291.21
All costs are per annum.
Food and green waste bin sizes and costs
The food and green waste bin is available in two sizes: 120L and 240L
- First food and green waste bin: one-off cost of $99 (same for both sizes)
- Additional food and green waste: $99 per annum (same for both sizes)
Recycling bin sizes and costs
The recycling bin is available in two sizes: 120L and 240L
- First recycling bin is included in the Waste Charge (same for both sizes)
- Additional recycling bin: $81.51 per annum (same for both sizes)
