Hampton East/Moorabbin Activity Centre plan leaves more questions than answers

The Activity Centres Program is overruling Council’s adopted Structure Plan for one that will provide increased height and density within the activity centre.

Bayside City Council is deeply concerned about the Victorian Government’s draft plans for the Hampton East/Moorabbin Activity Centre.

Hampton East/Moorabbin is one of 10 proposed activity centres across Melbourne in which the Victorian Government will have control of planning decisions including building heights and design.

The Activity Centre Program is part of the Victorian Government’s Housing Statement to increase housing supply. This includes a target of an additional 31,000 houses in Bayside by 2051, a 70 per cent increase in housing.

The new Activity Centre plans for Hampton East/Moorabbin Activity Centre include increased building height limits of eight storeys.

Council believes the proposed height limits and design will have a significant impact on the neighbourhood character and amenity of Bayside. 

The plans also fail to address concerns about the open space, community services and infrastructure needed to accommodate a dramatic increase in population.

Council undertook consultation with the community in April to hear your views on the Hampton East/Moorabbin Activity Centre. 78 per cent of respondents were against an increase in building heights and 75 per cent opposed the expansion of the existing Activity Centre boundary.

Council is concerned with the Victorian Government’s lack of meaningful community engagement for their major projects, including the Activity Centre Program and Suburban Rail Loop.

These decisions will impact Bayside for generations and the concerns of our community are not being heard.

The Victorian Planning Authority (VPA) is now holding a second round of engagement on their proposed plans for Hampton East/Moorabbin Activity Centre.
