Register a new animal in Bayside
To register a new animal with Bayside City Council, please complete the
Animal Registration Form (PDF, 338KB) and return it along with your payment:
- In person:
- Cash, cheque, money order, EFTPOS, Visa and Mastercard are accepted at the Bayside City Council Corporate Centre, 76 Royal Avenue, Sandringham, between 8.30am and 5pm, Monday to Friday.

Animal registration fees for dogs
$63.50 for dogs who meet one or more of the following (satisfactory proof is required):
- desexed
- microchipped
- over 10 years old
- kept for working stock
- kept for breeding at licensed premises
- registered with an approved organisation (i.e. The Victorian Canine Association)
- undergone obedience training with approved organisation (i.e. Australian Association of Gentle Modern Dog Training Instructors; The Victorian Canine Association; Australian Association of Professional Dog Trainers Inc; Delta Society Australia).
Note: Dogs who do not meet the above requirements will be charged a fee of $183.50.
Animal registration fees for cats
$32 for cats who meet one or more of the following (satisfactory proof is required):
- Desexed· Microchipped
- Over 10 years old
- Kept for breeding at licensed premises
- Registered with an approved organisation (i.e. The Feline Control Council; The Governing Council of the Cat Fancy; The Cat Authority of Victoria)
Reduced fees and pensioner rates
Holders of the following cards are eligible to a 50 per cent discount on all the above fees:
- Centrelink Pensioner Concession Card
- Gold Card specifying War Widow issued by the Department of Veterans Affairs (DVA) or
- Gold Card specifying TPI issued by the Department of Veterans Affairs (DVA)
- Please note: Holders of Health Care Cards and Seniors Cards are not eligible for this 50 per cent discount.
Registration fees may also be reduced at certain times of the year, depending on the period left until the next annual renewal is due. To find out if this is applicable, phone 9599 4444.
Excess animal permit
All residents in Bayside City Council are entitled to own 2 cats and 2 dogs at any one time. If they would like an extra animal they are required to apply for an Excess Animal Permit for each extra animal.
The resident applying for the permit is required to ask permission from any neighbour bordering their property line.

The request will be allocated to a Local Laws Officer, who will then make a time to go and inspect the property.
If they find the property suitable for another animal, the resident will then be given an application form to complete and return to us with approval from the neighbours (as above) and the fee.
Once approval has been received, a fee of $66 should be paid to obtain your Excess Animals Permit.
This Permit must be renewed annually at a cost of $30.00 per year.
