Background
Seaview Village is a vibrant neighbourhood shopping centre and Council would like to improve it's appearance. The streetscape has been assessed as not having a strong and coherent landscape character theme to build upon due to it's aged and fragmented collection of streetscape elements.
There streetscape has a generous area of pedestrian reserve, but it is underutilised, without any shade or design features to facilitate people to assemble or pause in the street.
The raised bluestone garden beds divide the pedestrian area on the south side of the street, isolating the footpath and the lawn area strip, making the lawn largely unusable. The bluestone is out of character with the bayside location. The seats face towards the shops, and the street furniture is inconsistent in style. More trees are needed to provide shade and add an important vertical green element to the streetscape. The existing trees have been severely cut back under the power lines to the detriment of their appearance.
The Plan
Seaview Village Landscape Plan (PDF,1.32MB)
The new Streetscape Plan proposes changes to make the shopping centre more attractive and accessible.
The design creates small community plaza spaces to either side of the pedestrian crossing by removing the bluestone planters and installing new pavement, furniture, trees and garden beds.
New native trees will be planted to add character and shade to the shopping centre. They will be planted in the central plaza and in planters in the street. The trees and a new disabled parking space will require removal of two carparking spaces.
New street trees will be planted along Bridge Street to provide some colour and interest. The species chosen is a White-flowering Crepe Myrtle which have colourful bark, foliage and flowers. They are small enough for this constrained space.
Garden beds will surround the new pedestrian plazas, providing a buffer from busy Balcombe Road. The tree new planters will also feature low shrub planting around the trees. The tree and shrub planting will be of attractive and hardy native species selected to reference the natural beachside character of Beaumaris.
The unique lawn will be retained next to the southern plaza and access to it will be improved so it' becomes a usable feature of the street.
The new feature pavement will be a smart charcoal grey coloured concrete with a feature sawcut pattern. The surface will be flat and even making the shopping centre more accessible for all. All existing furniture will be replaced with new furniture, including seats, recycling bins, rubbish bins, bike racks and a drink fountain.
Works Staging
Council will undertake the works shown on this plan in two stages. Stage 01 will be constructed in 2011 and includes the works on the South side of Balcombe Road. Stage 02 will be constructed in the next financial year and includes the works on the North side of the road.
